The Philippines: Coast Guard Apprehends Grounded Vessel in Palawan

A motor launch was apprehended by a Coast Guard personnel after it was towed from its grounding position at the vicinity waters of Honday Bay Pier in Palawan last 06 May.

According to reports, ML Jocshan accidentally ran aground on top of a large shoal while trying to maneuver its way out of the Pier. Upon receiving information, the PCG SAR Team immediately rescued the 16 passengers onboard the motor launch. It was during this time that the Coast Guard discovered that ML Jocshan is operating without a Master’s Oath of Safety Departure (MOSD) and Entering and Leaving Port without PCG clearance.
The 22.01GT motor launch, owned and operated by Joel Carceler, was issued with Maritime Violation receipts due to the said violations.
Investigations revealed that ML Jocshan was supposedly enroute to Tadjo Island when it accidentally ran aground at the said area and was unable to maneuver its way out. After the rescue of passengers, the vessel’s 13 crew were left behind to man the motor launch that damaged its hull during the grounding incident. The personnel of Special Operation Group (SOG) and Field Station (FS) were dispatched to crew in preventing further damage to the shoal.
