Australia rolls out decade-long $425B defense investment plan

The Australian Government has released its 2026 National Defence Strategy alongside a sweeping Integrated Investment Program, outlining a decade-long plan to expand military capability and strengthen national security amid an increasingly unstable global environment.

Announced on April 16, the strategy represents a major escalation in defense planning under Prime Minister Anthony Albanese’s administration, committing a total of $425 billion over ten years to modernize and enhance the defense forces.

A key component of the plan is a substantial funding increase, including an additional $14 billion over the next four years and $53 billion across the decade. Defense spending is projected to rise to 3% of gross domestic product by 2033, according to the officials.

Deputy Prime Minister and Defense Minister Richard Marles said the strategy reflects the need to respond to a deteriorating strategic environment, while Defense Industry Minister Pat Conroy highlighted the role of defense investment in supporting domestic industry and employment.

The updated strategy builds on the 2024 framework, which identified Australia’s most challenging security outlook since World War II and introduced the concept of “National Defence” alongside a “strategy of denial” aimed at deterring adversaries.

The 2026 update places greater emphasis on self-reliance, resilience, and industrial capacity. It also draws lessons from ongoing conflicts, including the war in Ukraine and in the Middle East, to prioritise rapid capability development and sustainment.

2026 National Defence Startegy

The national defense strategy sets out, for the first time, the concept of National Defence and adopted the Strategy of Denial as the cornerstone of Defence planning. 

The 2026 National Defence Strategy builds on these foundations by: 

  •  increasing efforts to develop greater self-reliance; 
  • prioritising capability acquisition and sustainment plans, drawing on lessons learned from the war in Ukraine and conflicts in the Middle East;
  • strengthening the resilience of Australia’s sovereign defence industrial base and building stronger, more diverse international industrial partnerships; 
  • improving national civil preparedness and resilience to help Australia manage and recover from regional or global disruption; and
  •  increasing coordination with regional partners to strengthen and preserve the global rules based order. 

Officials say the strategy seeks to strengthen Australia’s sovereign defence industrial base while expanding international partnerships, particularly across the Indo-Pacific region.

Major investments in defense programs

The 2026 Integrated Investment Program prioritises investment to:

  • deliver an enhanced undersea warfare capability, supported by a sovereign fleet of conventionally-armed, nuclear-powered submarines;
  • accelerate the delivery of more lethal maritime capabilities;
  • further expand long-range strike capabilities across the integrated, focused force;
  • accelerate the introduction of integrated air and missile defence capabilities;
  • expand the adoption of autonomous and uncrewed systems across the land, air and maritime domains;
  • field counter-uncrewed air systems to protect Australian sites, events and critical infrastructure; and 
  • deliver a resilient and secure multi-orbit satellite communications system. 

The 2026 Integrated Investment Program also includes targeted investments to increase preparedness and resilience to ensure the Australian Defense Force is postured and prepared today to respond to unforeseen events tomorrow. 

By integrating capability development, industrial growth, and international cooperation, the 2026 National Defence Strategy aims to position Australia as a more resilient and capable security actor in the region.
